ISSUE 181601: PERS 2 publishes a "list of effective changes" for Pay/Personnel/Travel SOPs. All SOPs Summary updates are posted at: https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/Forms/AllItems.aspx. A quick launch link (SOPs Updates) is also on PERS-2, NPPSC, and all of the PSD website pages. 3. SOP CHANGES SUMMARY - JULY 2018 A. General Comments: As part of the update process 2018 NAVADMINs (thru 192/18), PPIBs (thru 18-13), MPAs (thru 23-18), NPPSC Ops Alerts and other Pay/Pers community feedback/updates were reviewed to identify additional reference documents and procedural changes/workarounds required for the existing SOPs. Changes/ updates with the most significant impact to the SOPs and PAYPERS community include: (1) NAVADMIN 192/18: Increased High Year Tenure (HYT) Waiver Opportunities for E7-E9. This NAVADMIN announced increased HYT waiver opportunities for hard- charging E7-E9s who want to stay Navy. Per MILPERSMAN 1160-120, E7s must retire at 24 years of service (YOS), E8s at 26 YOS, and E9s at 30 YOS. However, as part of Navy’s Sailor 2025 Up-And-Stay initiative, Navy Personnel Command (NPC) will be granting more HYT waivers to E7-E9s who are willing to serve at sea or in other hard jobs and continue their Naval service. This is not to say that the requesting Sailor will remain in current paygrade. The opportunity to advance will continue and the growing Navy is expected to remain high, especially for those Sailors willing to do the hard jobs with sustained superior performance. HYT policy allows for continued advancement opportunity and prevents Sailors who are on the retired on active duty (ROAD) program from staying by requiring Command endorsement. COs are expected to recommend approval of HYT requests only for Sailors who demonstrate sustained superior performance. (2) NAVADMIN 189/18: Update to the August 2018 (Cycle 103) Navy-Wide Exams for Advancement to Selected Reserve (SELRES) Personnel to E4 through E6. This NAVADMIN announced update to NAVADMIN 120/18 and Sailors in the MMA (Auxiliary) and MMW (Submarine Weapons) ratings accessed into the US Navy Reserve. ISO Reserve initiatives to retain talent and increase Reserve Component (RC) to Active Component (AC) permeability, MMA and MMW rated Sailors are no longer required to convert to the Machinist’s Mate (MM) rating when transitioning into the RC. (3) NAVADMIN 188/18: Command Pay and Personnel Administrator (CPPA) Program Update. This NAVADMIN announced the launch of a formal 2-week course of instruction to train CPPAs as part of the Sailor 2025 focus to improve the quality and timeliness of pay and personnel services across the Navy. Personnel Specialist (PS), Yeoman (YN), Yeoman (Submarines) (YNS), Navy Counselor (NC) rated personnel, personnel in other ratings assigned as CPPA, and designated civilian personnel are eligible to attend the CPPA course. The course will be held in Norfolk, VA and San Diego, CA. For more convening dates, quota requests, and other information, refer to this NAVADMIN at http://www.public.navy.mil/bupers-npc/reference/ messages/Documents/NAVADMINS/NAV2018/NAV18188.txt. (4) PPIB 18-13 Electronic Certificate of Release or Discharge from Active Duty (eDD-214) Form. PPIB 18-13 announced the utilization of eDD-214 functionality for NSIPS Web activities. This functionality allows the Separations Clerk to initiate the eDD-214 electronically within the NSIPS R&S module, and then electronically route to the member for verification to make sure all information is correct. After member's verification, the data will be transmitted to BUPERS Online (BOL) Document Services in order for the member and the Approving Official to digitally sign the document. The day after the member's separation/retirement/transfer to fleet reserve, the eDD-214 copies will be automatically distributed to identified government agencies and the member's Official Military Personnel File (OMPF). This new capability is an enhancement to the Navy current legacy systems, further implementing Navy's modernization initiative. All DD-214s initiated on or after 16 July 2018 will be processed utilizing the eDD-214 module within NSIPS. All personnel assigned to shore commands with access to NSIPS web and supported by a PSD can now use this functionality when processing their separation or release from active duty. Commands supported by PSD Afloat will utilize this functionality as long as they have access to NSIPS web. NSIPS Web-Afloat implementation timeline is dependent on the ship modernization cycle and projected to be available for deployment Feb 2019. Directions for using the eDD-214 functionality are posted on the NSIPS main page, beneath the Training section titled User Productivity Kit (UPK). In the UPK section, select RnS Training then DD-214. Important Note for Service Members: eDD-214 uses email notifications to alert Service Members that their DD-214 is ready for verification; as such, each member should verify their official email address in NSIPS to ensure notification is sent to the correct email address. Note: This procedure is captured in the stand-alone RnS SOP, which will be integrated within the overall Separations and Fleet Reserve/Retirement SOPs. (5) PPIB 18-12 OPNAV-N130 coordinated modification to NAVADMIN 158/18, Blended Retirement System Enrollment Period and Continuation Pay. NAVADMIN 158/18 para (4) reads "Commands should notify all opt-in eligible Service Members within their command that there are six months left in the BRS enrollment period. To enable this notification, command administration departments must contact their supporting personnel office to certify the list of all opt-in eligible Service Members is current within their command." However, the notification procedure DOES NOT REQUIRE ACTION BY THE SUPPORTING PERSONNEL OFFICE. The subject paragraph should read "Commands should notify all opt-in eligible Service Members within their command that there are 6 months left in the BRS enrollment period. To enable this notification, Career Information Management System (CIMS) Command Career Counselor (CCC) or Command Pay and Personnel Administrator (CPPA) can certify the list of all opt-in eligible Service Members within their command by running a command BRS Eligibility report in NSIPS. The functionality to run and print the Command’s BRS Eligibility report are assigned to the roles of CIMS CCC and CPPA in NSIPS. Procedures to run the reports are provided in the BRS Tutorial Job Performance Aid (JPA) within the NSIPS Splash Page as follows: - Navigate to the NSIPS login Page at https://nsipsprod.nmci.navy.mil/ - Under Training: Select BRS Tutorial (JPA) - Under BRS User Roles: Select Command Roles - Select: CPPA or CCC, as applicable - Select applicable reports from the drop-down menu then follow the procedures as listed. (6) MPA 23/18 GUIDANCE FOR HARDSHIP DUTY PAY-TEMPO (HDP-T) TRANSACTIONS AND DEFENSE WORKLOAD OPERATIONS SYSTEM (DWOWS) SYSTEM. MPA 15/18 Guidance For HDP-T Transactions and PPIB 18-09, HDP-T FID 14, both announced that effective 01 June 2018, DFAS Cleveland will no longer accept HDP-T transactions via DWOWS. MPA 23/18 clarifies infrequent situations that are exceptions to HDP-T transaction processing in DWOWS. Refer to MPA 23/18 for exception processing procedures in DWOWS for these infrequent situations: - HDP-T entitlement for period(s) outside IAs or periods of leave bridging HDP-T entitlement should be loaded individually in DWOWS System for TD holder adjudication - HDP-T for separated members should be loaded in DWOWS system for TD holder adjudication Note: This HDP-T DWOWS transaction processing exception criteria will be updated in the Hardship Duty Pay SOP. B. July OPS Alerts (1) Subject: OPS ALERT - SDAP TRIM NAMING CONVENTION BLUF: TRIM Naming Convention for SDAP Files BACKGROUND: Need to ensure your personnel are following the guidance in OPS ALERT of 09 June 2017 as well as PPIBs 17-05 and 17-11 for the naming convention for all TRIM files: LAST NAME, FIRST NAME, FULL DODID, NAME OF ENTITLEMENT. This will ensure standardized naming convention and required compliance. BOTTOM LINE: PSDs are to ensure their SDAP TRIM FILES shall have the following naming convention for ease of retrieval for audit purposes: SDAP/SDAP LEVEL_ COMMAND_UIC_LAST NAME_FIRST NAME_DODID NUMBER. Each command submission letter must have the same SDAP Level (i.e. separate letters for each level. DO NOT MIX). SDAP START, START, OR CHANGE shall be submitted as outlined in OPNAVINST 1160.6C, Encl (1), signed by the Commanding Officer or Acting. Note: This TRIM File Naming convention requirement has been updated in the SDAP SOP. (2) Subject: OPS ALERT - ELECTRONIC DD 214 (refer to PPIB 18-13 entry above) BLUF: Effective Monday, 16 July 2018, all Shore supporting PSDs are directed to start using the Electronic DD 214 (eDD-214) application via NSIPS R&S Module. PSD Afloat and afloat commands will utilize this functionality if they have access to NSIPS web. NSIPS Web-Afloat implementation timeline is dependent on the ship modernization cycle and will be completed in about 24 months after initial roll-out. BACKGROUND: Directions for using the eDD-214 functionality is posted on the NSIPS main page, beneath the Training section titled User Productivity Kit (UPK). In the UPK section, select RnS Training then DD-214. Per previous memorandum from NPPSC, Training for Separations Clerk and Separations Supervisor was required to be completed by 19 January 2018. The PSD NAM was directed to complete the R&S HR Profile hierarchy for their command by 23 January 2018. (3) Subject: OPS ALERT - COMPLETING LOSS TRANSACTION ON TIME BLUF: Effective immediately, review the current processes at PSDs to ensure Sailors that are transferring have their transfer and loss completed. BACKGROUND: There has been a trend recently of members reporting onboard their new duty stations without a loss being processed from the previous duty station causing a significant increase in forced gains as well as causing errors in the pay and personnel records, overpayments and/or underpayments, command billet management, stress and rework on PSDs/CPPAs and above all else, on the Sailors. It is imperative to make every attempt at processing loss documents efficiently and correctly the first time, each time. BOTTOM LINE: Take a moment to review current processes for these transactions. Ensure that the loss is completed and released prior to member transferring, and that a copy of the loss document is uploaded via TOPS to the CPPA to show completion. (4) Subject: OPS ALERT: MEETING EXTENSION CRITERIA AS ESTABLISHED IN NAVADMIN 307/17 BLUF: NAVADMIN 307/17 outlines policies and procedures to process extensions to match EAOS with PRD/PST and must be continued to meet fleet manning requirements. BACKGROUND: With the release of NAVADMIN 307/17, the original "open season" deadline to comply was 31 May 2018. This was just the "open season" timeframe. The requirement for a Sailor to match EAOS with PRD/PST is still required. There are several commands and there will continue to be several Sailors in the fleet that are not in compliance and in order to report 100% complete, continue to process the extensions to prescribed sea tours. BOTTOM LINE: Continue to process all other extension requests as required in accordance with manuals, directives, and instructions. Note: This ongoing/ recurring requirement is captured in the Extension SOP. C. In addition, there were MILPERSMAN issuances. The updates are detailed below. (1) MPM Change 63 Update has been closed out. MPM Change 63 lists 47 articles that have been issued/updated/canceled since the beginning of April 2018. (2) MPM Change 64 Update has been initiated.
